Job Description
- Work as a Technical Delivery Manager, overseeing IT application development, maintenance, delivery, and infrastructure setup.
- Lead end-to-end delivery of complex technology initiatives (e.g., Equities Trading, ETS platforms, digital banking systems)
- Define and manage delivery plans, milestones, dependencies, and risks.
- Drive Agile / DevOps practices while ensuring alignment with UOB delivery frameworks.
- Manage expectations across business, operations, risk, and compliance teams.
- Provide regular updates, reporting, and escalation to governance forums.
- Plan and optimize resource allocation (internal teams, vendors, and third-party partners)
- Provide governance over solution design, architecture, and technical implementation.
- Ensure alignment with enterprise architecture, security policies, and regulatory standards.
- Oversee system integration (e.g., ETS, GMET, trading platforms, market connectivity).
- Manage production readiness, release planning, and post-go-live stabilization.
- Identify, track, and mitigate delivery risks and issues.
- Ensure compliance with internal policies and regulatory requirements (MAS, audit standards).
- Drive governance processes include approvals, documentation, and control frameworks.
- Lead cross-functional teams including developers, QA, infrastructure, and support teams.
- Manage vendors, contracts, SLAs, and performance.
- Foster collaboration and drive accountability across distributed teams.
- Ensure smooth transition from project delivery to BAU/production support (e.g., L3 support model).
- Define support models, including FTE planning and operational readiness.
- Drive continuous improvement and system enhancements post go-live.
- Provide regular status updates on technical progress to the Project/Program Manager.
- Work closely with System Analysts and Business Solution Specialists to gather, refine, and finalize functional and technical requirements.
- Partner with Architects and Development Leads to ensure solutions align with enterprise architecture, security, and control standards.
- Coordinate with Development Managers to guide application teams in delivering enhancements.
- Collaborate with Test Managers to ensure successful completion of SIT, UAT, performance/load testing/pen testing, and security testing.
- Oversee and coordinate technical implementation activities across teams to ensure smooth production deployment and post-implementation support.
- Escalate issues affecting project timelines promptly and propose effective solutions or workarounds.

- Manage end-to-end testing between vendor systems and internal platforms.
- Work with Change Management teams to ensure controlled and successful deployment of changes.
Job Requirements:
- Bachelor’s or master’s degree in computer science or a related disciplines.
- At least 15 years of experience in technology delivery, preferably within banking or financial services.
- Proven track record delivering large-scale transformation programs (e.g., trading systems, digital platforms).
- SaaS/cloud implementations, and mobile application development.
- Strong technical and platform expertise in Equity/FX trading systems, market data platforms, SaaS/cloud implementations, and mobile application development.
- Hands-on experience with MS SQL Server, Oracle, Windows, Linux, shell scripting, MQ, JBoss, Apache, Tomcat, Java, J2EE, JSP/Servlets, FIX protocol messaging, CORBA, React Native, iOS/Android deployment, DevOps tools (Jenkins, Bitbucket), monitoring tools (Splunk, Geneos), and scheduling tools (Control-M).
- Strong understanding of enterprise systems, integration architecture, APIs and Core banking systems
- Familiarity with trading platforms, mass market Broker Applications (Equities, OMS/EMS, market connectivity) is a plus.
- Experience establishing integrations with external systems, including interface systems, batch processing, and IBM MQ.
- Extensive hands-on experience in system development, including coding, functional and technical specifications, and testing (totaling more than 10 years).
- Familiarity with cloud platforms such as AWS and Azure.
- Experienced in end-to-end system implementation, from project initiation through to go-live.
- Experience collaborating with security, network, infrastructure provisioning, and architecture teams.
- Track record in managing technology upgrade projects and migrating end-of-life platforms to modern technology stacks.
- Experience delivering large-scale, high-availability systems and complex project implementations.
- Strong software development background with comprehensive SDLC and documentation experience.
- Effective communicator with both technical and non-technical stakeholders.
- Working knowledge of RFP processes, combined with full lifecycle project implementation experience.
- Preferred certification with PMP / PRINCE2 / Agile certifications (Scrum Master, SAFe)
