As a Treasury & Balance Sheet Management Lead you'd be able to work on and solve many interesting challenges which we are facing, learn new ways of working, and help build delightful high quality products for our customers.  

 

Job Description 

The Treasury & Balance Sheet Management Lead is a pro-active member of the senior management team and contributes to the Leadership and Management teams. Reporting to the Head of Treasury, you are a key trusted advisor to the business and a guardian on treasury matters.

You would be responsible for driving all activities relating to management of funding, liquidity & Balance sheet to achieve optimal funding mix, ensure sound balance sheet management, regulatory engagement and ensure full compliance to all statutory requirements on capital & liquidity, work with the business teams to identify opportunities to improve profitability, perform regular analysis on liquidity, cash-flows, interest rate gaps and income attributions. You would also be responsible for driving all key initiatives relating to these areas be it for ICAAP (Internal Capital Adequacy Assessment Process), Basel 4, BCBS239 (Basel Committee on Banking Supervision standard number 239), MAS (Monetary Authority of Singapore) directives and any special initiatives/projects. 

The Role Responsibility: 

To provide leadership, set direction and oversee the Treasury function in the following areas of responsibility:

  1. Liquidity & Funding Strategy / Execution
  • Monitor and manage regulatory liquidity metrics as applicable (e.g., LCR (Liquidity Coverage Ratio), NSFR (Net Stable Funding Ratio), ILAA (Individual Liquidity Adequacy Assessment)) and internal limits.
  • Oversee daily cash/liquidity management, including intraday liquidity, end of day buffers, and contingency planning.
  • Conduct short and long term liquidity forecasting aligned with business plans and market conditions (including stress conditions).
  • Coordinate the execution and settlement of treasury instruments in the interbank market.
  • Support the Head of Treasury in developing and executing the bank’s funding strategy, including any special projects as and when they arise.
  • Manage funding sources as appropriate, including wholesale funding, deposits, and interbank facilities.

 

  1. Balance Sheet Management
  • Drive the ALCO (Asset & Liability Committee) / assess the adequacy, monitor and ensure the implementation of the Bank’s ALM (Asset and Liability Management) policies: (i) interest rate risk, (ii) market/investment risk, (iii) liquidity risk and (v) capital risk
  • Drive balance sheet optimization to support profitability and risk appetite.
  • Drive the annual ICAAP and other stress test exercises.
  • Manage the interest rate risk in the banking book profile and implement strategies to build a sustainable balance sheet and income generating portfolio.
  • Lead and drive the execution of internal funds transfer pricing policies.
  • Advisory:
  • Providing consistent advice to Head of Treasury/CFO / Senior management on optimal balance sheet shape (deposit and capital mix, funding and asset profile, returns, etc).
  • Insights on liquidity gaps & interest rates risks on the balance sheet to minimize risks for the Venture.
  • Anticipate & work out impact of regulatory and environmental changes on the balance sheet
  1. Risk & Controls
  • Ensure adherence to structural liquidity and capital limits, authority frameworks and related minimum control standards and mitigants to ensure risk exposures material to the country remain within risk tolerance and risk appetite.
  • Monitor the strategic balance sheet measures to ensure adherence to approved limits.
  • Assist the Head of Treasury on capital and liquidity risk frameworks, polices, standards and process universe documents and ensure relevant approvals and oversight.
  • Co-ordinate with Treasury Risk teams of SC group as appropriate, to ensure implementation of the Treasury liquidity risk and IRRBB (Interest Rate Risk in the Banking Book) policies.
  1. Governance, Regulatory Compliance & Audit
  • Ensure there is effective analysis of changes to current regulation that are applicable both from Group and country regulator (MAS).
  • Provide effective oversight on regulatory reporting processes and ensure robust controls are in place in line with governance and control framework to ensure accuracy and timeliness in reporting to the regulators.
  • Maintenance of up-to-date document, such as Balance Sheet Manual, FTP (Funds Transfer Pricing) reference guide, Liquidity Crisis Management Plan, etc.
  • Assist with internal and external audits, maintain records and provide test data as requested.
  1. Treasury Operations, Technology and System Management
  • Oversee treasury front office, mid office, and supporting operational controls.
  • Work with Finance and Operations to strengthen processes, reporting, and system automation.
  • Product owner for Treasury systems including the end-to-end strategic build of systems, data and process flows.
  • Managing technology resources to build systems and continuously improve processes and data
  • Setup processes to enable monitoring, control and reporting
  1. Stakeholder Management
  • Partner with FP&A (Financial Planning and Analysis) on planning, budgeting, and capital/liquidity forecasts.
  • Engage Product and Growth teams on new products and features requiring treasury assessment.
  • Work with Technology teams to enhance treasury systems, dashboards, and data infrastructure.
  • Foster a culture of risk awareness, operational excellence, and innovation.

Our Ideal Candidate: 

  • 12 years’ experience in bank treasury preferably in a breadth of treasury areas across front, middle and back offices
  • Strong understanding of MAS regulatory frameworks for banks (LCR, NSFR, ILAA, Notices 649/656/651, etc.).
