Job Description
Aircraft Utilisation
- Optimise the Aircraft Utilisation Plan to fulfil Scoot flying program
- Meet aircraft turnaround requirements
- Retime flights due to disruptions and AUP constraints when required
- Reduce towing by implementing ‘Last in First out’ for night stopping aircraft
- Adhere to engineering and operational/port requirements
- Consider and apply knowledge of Low APD and Low DOW aircraft when required
- Adjust the AUP during disruptions and minimise expected delays
- Avoid airport curfew during disruptions
Performance Standards
- Obtain at least an OTP of minimum 80%
- Confirm AUP and disseminate the next day’s plan by 1800L
- Plan and disseminate remote arrival and departure operation list by 1800L
Crewing
- Understand and adhere to ANR rules
- Apply additional company restrictions and operational requirements during crewing
- Ensure all flights are crewed to their requirements within the 72 hours window
- Conduct the hours check to ensure crew are operating within limits
- Rectify violations to ensure roster legality
- Assist with the sourcing of Support Pilots for SIMs when required
- Monitor trainee’s progress during LOE and adjust training programme as required
- Inform training department when there are training progresses/abnormalities
- Check and ensure pilot standby number requirement is met
- Check and alert Cabin services if Cabin crew minimum standby number is not met
- Clear duty change notification by 2000L for the next day’s duty
- Follow up with a text message by 2000L if crew is uncontactable
- Adhere to minimum rest requirements and standby timings when activating crew
- Handle abnormality and minimise flights delay due to crewing issues (No show, Stand down from duty, Pulling of crew, Last minute MC)
Performance Standards
No more than 3 breaches of ANR regulations for the team during the FY
Disruption Handling
- Identify potential problems and attempt to resolve it immediately
- Maintain in constant contact with crew
- Liaise with the affected parties/stations
- Devise crew positioning plans when required
- Update the corresponding disruption groups as per requirement
- Disseminate the revised ETD to affected parties, crew, and agencies involved
- Ensure that crew FDP and operating requirements are not breached
- Update crew member’s NOK when required
- Adhere to the RSAF call back procedure
- Initiate the call out procedure to CEO/COO/HSSQE in the event of a crisis/near crisis
Performance Standards
- Trigger alerts when a disruption hits the 60mins delay mark, or when a disruption warrants immediate attention
- Formalise a recovery plan within 120mins to notification of disruption
- Disseminate the delay advice within 30mins from the fixing of the PETD
Documentation
- Send APIS required for respective ports
- Prepare and send documents required for respective ports
- Update crew travel documents into System and Merlot
- Tally crew travel documents with APIS/documentation copies before sending
- Verify SEP expiries in Merlot and issue letter for crew when required
- Include OBS/EOB/others on required documents
Performance Standards
- No more than 1 erroneous submission which results to a fine during the FY
Flight Watch
- Monitor aircraft movement and ensure timely updating of flight timings
- Acquire delay reasons for flights that are delayed by 16mins or more
- Check with the respective stations if no movements are received after STD/ETD+30mins
- Monitor SITA and adhere to 4D/15 tracking for required flights
- Report irregular flight situations and escalate to parties involved when required
- Monitor and reply to incoming ACARS
- Monitor the VHF radio
Performance Standards
- Perform the flight tracking procedure in accordance to OPM 2.23.1:
- This only applies to aircraft dispatched capable of 4D/15 tracking.
- Beginning from the 16mins – Request automatic position (right click – request position)
- 19mins – Free text ACARS (Confirm Position, confirm Ops normal. OCC)
- 22mins – SATCOM voice call aircraft if only above 10000ft, inform DP/SMOC
- 25mins – Contact ATC (FIR), inform DP/SMOC
