[What you will be working on]

The Deputy Director, Strategy and Plans provides strategic and operational leverage to the Senior Director of Singpass.  This is a high-trust, high-impact role that connects leadership intent with execution clarity. This role drives coordination, rhythm, and culture across teams and is suited for someone who thrives in ambiguity, brings structure to complexity, and creates clarity amidst change.  Operating at the intersection of strategy, operations, and people, this role ensures Singpass functions smoothly, communicates effectively, and stays united around a shared mission.  This role amplifies leadership effectiveness and strengthens cultural cohesion, serving as a trusted partner and spokesperson who helps the organisation operate as one aligned, high-performing team.

Key Responsibilities:

Leadership Leverage

  • Act as a trusted right hand and thought partner to the Senior Director, reinforcing priorities, culture, and values

  • Lead/Incubate high-priority projects on behalf of the Senior Director to accelerate strategic outcomes.

  • Frame complex issues clearly, align stakeholders to enable good decision-making, and ensure decisions and priorities are communicated effectively across teams.

Strategic Execution

  • Align the organisation around Singpass’s strategic priorities and transformation agenda.

  • Track progress of key goals, OKRs, and major missions, to ensure early risk visibility, and predictable delivery.

  • Coordinate cross-division initiatives to ensure cohesive, timely execution.

Operational Rhythm

  • Own the leadership operating cadence, including leadership meetings, reviews and follow-ups.

  • Ensure meetings are purposeful, decisions are captured, and actions are executed.

  • Ensure communications and briefings for leadership discussions are cohesive, timely, and well-prepared.

People & Culture

  • Be a visible culture carrier who models our values through actions, brings people together, and strengthens organisational unity.

  • Partner with POD and leads on leadership development, engagement and recognition efforts

  • Drive initiatives and rituals that reinforce collaboration, accountability, continuous improvement, and shared purpose.

[What we are looking for]

  • Proven experience (8–12 years) in strategy, product operations, transformation, or consulting roles within technology or public-sector innovation.

  • Comfortable operating in ambiguity and balancing both strategic and operational depth.

  • Trusted, discreet, and capable of handling sensitive matters with sound judgment.

  • Excellent communication, facilitation, and storytelling skills, and able to unify and inspire diverse teams.

  • High emotional intelligence (EQ), empathy, and a genuine ability to bring people together.

  • Experience in digital platforms is an advantage.
